Four Arrested in Organized Retail Theft Incidents at Camarillo Premium Outlets

Camarillo, CA – The Ventura County Sheriff’s Office reported the arrests of four individuals suspected of involvement in organized retail theft at the Camarillo Premium Outlets on separate occasions.

On October 30, 2024, detectives from the Ventura County Organized Retail Theft Task Force (VCORTTF) responded to a call from Camarillo Outlets Security regarding a theft in progress at the 900 block of Camarillo Center Drive. Security reported that two suspects, later identified as Cindy Portillo and Julian Rivera, were concealing items from multiple stores in a stroller carrying their 3-month-old baby. VCORTTF detectives apprehended the pair in their vehicle and recovered around $1,000 worth of stolen merchandise, including sunglasses and clothing. A subsequent search revealed methamphetamine packaged for sale, along with marijuana and open containers of alcohol.

Portillo and Rivera were booked into the Ventura Pre-Trial Detention Facility on charges of organized retail theft, possession of stolen property, possession of burglary tools, controlled substance possession for sale, and child endangerment.

Following these arrests, VCORTTF detectives continued surveillance at the outlets and apprehended two more suspects, Angel Herrera and Kyla Hernandez, both residents of Oxnard, who were seen concealing items in multiple stores. Detectives stopped the pair at their vehicle and recovered an additional $1,000 in stolen merchandise. Hernandez had three outstanding felony warrants for identity theft and one misdemeanor warrant for shoplifting, while Herrera had two misdemeanor warrants related to narcotics.

Both Hernandez and Herrera were booked on felony charges of grand theft and possession of burglary tools, in addition to their outstanding warrants.

The Ventura County Organized Retail Theft Task Force, established through the California Retail Theft Prevention Grant Program, coordinates efforts to combat an estimated $10 million annual loss in organized retail theft across Ventura County. The task force, comprising detectives from multiple agencies, is committed to reducing theft-related crime in the community.
