Plymouth County District Attorney Timothy J. Cruz has announced the indictment of two women in connection with an organized retail crime operation spanning multiple counties across Massachusetts.
Johana Margarita Luis Quispe, 34, and Brenda Ampudia Tocto, 28, were indicted by a grand jury on Friday, each facing one count of Aggravated Organized Retail Crime and Larceny Over $1,200.
The charges stem from an incident on August 31, 2024, when Plymouth police responded to a theft report at the Ulta Beauty Store in Colony Place. According to store management, two women and a man entered the store and stole 34 bottles of fragrances valued at $1,443.72.
Following an investigation, Quispe and Tocto were identified and arrested.
In a statement, the Plymouth County District Attorney’s Office said:
“While today’s indictments include charges related to organized retail crime in Plymouth, Norfolk, Middlesex, and Bristol counties—where thousands of dollars’ worth of merchandise was stolen—the PCDAO’s involvement began after a coordinated theft in Plymouth last August.”
Authorities confirmed that Tocto is currently in custody in Michigan on unrelated criminal charges. Meanwhile, Quispe pleaded not guilty to related charges in Brockton District Court in November 2024 and was ordered held on $100,000 cash bail, with the condition that she surrender her passport.
